Chief Magistrate's Office, Victoria

Hongkong, the 17th January

1856.

A question has been raised by the late Acting Attorney General whether the mode

of incarcerating prisoners convicted at this Court as at present practised is strictly legal.

The police court is built at some distance from the gate of the Criminal

jail;

one enclosure surrounds both the

Court and the prisons, and in this

enclosure are two gates always shut

at night. The Criminal prison is

also protected on both sides by a

wall.

The Honorable

W7 Mercer, Esquire,

Colonial Secretary
